October 1 – 2, 2001 9:10am start time
President Jeanne Reynolds welcomed the Board and asked the Executive Director James Perry if a quorum was present. Mr. Perry certified a quorum was present.

President Jeanne Reynolds began by reading Carolyn Minear’s FMEA President’s Message that appeared in the October issue of the Florida Music Director.
President Jeanne Reynolds then asked everyone to introduce themselves.
She then presented a plaque to Vertis Lane, the FSMA Immediate Past President and thanked her for her invaluable service to FSMA (2 year Presidency). |
President Jeanne Reynolds proceeded with the meeting at hand.
She asked for approval of the March 2001 minutes (Board of Directors meeting).
Motion: to approve March 2001 minutes as written by Roger Dearing

Approved.
Mrs. Reynolds presented the President’s report and reviewed a few points from the New Members Orientation from the previous evening. She mentioned the following points:

Music experiences for Member schools (FBA, FOA, FVA events)

President Reynolds informed the Board Members that she, James Perry and Carolyn Minear (FMEA President) attended an American Society Association Executives Seminar for Chief Elected Officers and Chief Executive Officers in June 2001. She was delighted to inform the Board that the organization and arrangement of meetings was in line with ASAE and was a credit to the founding members.
President Reynolds asked Vertis Lane to serve as her Parliamentarian.
President Reynolds introduced Mark Payne from James Moore & Co. Mr. Payne commended James Perry and Bruce Belrose for closing out the association business early. He thoroughly covered the Financial Statement (an enclosed item in the Board notebooks) and answered all questions.

Committee Reports:
Vertis Lane reported for the Finance Committee
Collection of revenues: we are receiving from essentially every public school
Bruce Belrose reported that we currently carry 99% of public M/S and H/S in the state. The ones who are not members with have no music program and/or director.
Mrs. Lane pointed out that our new focus should be on private schools and home schools.
FSMA Sponsored Clinic - $15,000 set aside for this function. Last Leadership Workshop was two years ago and was well received. The next will be co-sponsored with FMEA and will include the FEMEA.
Vertis Lane reviewed the 3-year Budget projection with the Board.
President Reynolds asked that board review the correspondence between FSMA and FOA, specifically FOA President Kathy Cook. This information had not been sent in pre-packet material for review prior to the meeting.
10:30am – 10:55am, Break
Policy Committee – Susan Arkin was not present; in her absence, President Reynolds asked Vertis Land to present the report. There is very little change – only some fine-tuning at this point for clarification.
1) Terminology change from Evaluations or “Festivals” to “Music Performance Assessments events” (NOT testing).
2) Language change – to drop “yet” from the Vision Statement to make two more precise statements and eliminate wordiness.
Reggie Nicholson expressed concern over the name change of the (former) festivals.
On behalf of the Policy Committee, Vertis Lane made for a motion for accept the name change from Evaluation Festival to Music Performance Assessment events in the Policies for Governance.
Tom Silliman dissented.
Motion carries.
Policy Committee motion to remove the work “yet” from the Vision Statement.

Models and Tools Revision Committee:
Need for establishing an Advisory Committee to represent the component associations.
The current Models & Tools for Building a Quality Music Program will be published on the website as it stands.
Department of Education, June Hinckley reporting:
Reviewed the Housewright Declaration (paraphrased version included in notebooks)
Narrowed down, the future of music education (as defined by MENC) will center around the following four points:
1) implementation of standards in assessment
2) teacher recruitment, retention and revitalization
3) music for ALL
4) building partnerships

President Jeanne Reynolds asked James Perry for the Executive Director’s report. (All executive director report info provided on slides and copies included in each board members’ notebook.)
Mr. Perry explained the State Music Performance Assessment Report (each Board member received a bound copy of the report).
FSMA partnered with FMEA to sponsor the Kaleidoscope Conference in September (for Fine Arts supervisors who do not have a Fine Arts background). It was successful and there is discussion on the possibility of doing it again in the future.
There will be a FSMA/FMEA Leadership Workshop in June 2002 (Second of its kind.) This workshop will include FBA, FOA, FVA and for the first time, FEMEA. Will be identifying young leaders and those who might be in leadership positions in the near future and inviting them.
Mr. Perry explained that quite a lot of time and money has gone into the building the infrastructure that is the FSMA database. It includes DOE school contact information, personnel and adjudicator information (as reported) as well as Music Performance Assessment data as reported by the component chairs and student participation for each event.
Bruce Belrose briefly demonstrated the FSMA database and it’s capability.
Legislative Goals include:
1) protect Fine Arts credit for High School graduation
2) protect the academic electives for college admission
(Suggestion was made by Roger Dearing to substitute “maintain” or “enhance” for the work “protect” in the above statements.)
The Executive Director’s Monitoring Report was reviewed.
Rules and Regulations: Reviewed new language for 2002-03 regarding the annual certified audits of the component associations. In the years when a certified audit is not conducted, FSMA shall review the records of the component associations and report findings to the Executive Board as well as to the component associations’ Board of Directors.
Mr. Perry reviewed the FSMA Office Staff and each person’s responsibilities.
President Jeanne Reynolds asked the Board Members to review the Executive Directors Monitoring Report and report to the Executive Committee.

Fair Share Issue:
Reference is made to notes taken from a Discussion Group on June 6, ‘01 (tab 6 in notebook).
These points invoked much discussion, particularly involving the dictation of trip in district. President Reynolds asked that discussion be held until the specified “open forum” to ensure that the agenda was followed. She advised that any thoughts or suggestions be made to the Models and Tools Revision Committee.
Financial Reviews (audits) for component associations:
FVA is currently working on their audit by James Moore & Co. (all materials submitted) and those reports will be shared with the board when complete. FVA has improved considerably – only one district had to be asked for more information. FVA had an exemplary year.
Mr. Perry referred to the correspondence between FSMA and FOA in regard to their district financial records. They had some difficulties but we are very pleased with the effort being made to correct their financial record keeping. Mr. Perry commended the FOA for doing several things simultaneously: now have district (not only state) performance assessments in place where there were none two years ago (which means there are district chairs, reporting and financial record keeping taking place that previously has not occurred). Mr. Perry noted that it was under the FOA Presidency of Tom Silliman that the district music performance assessments were implemented.
President Reynolds asked for a motion to suspend Roberts Rules of Order for the open forum and discussion topics.

Discussions:
Advisory Committee – the website is the preferred way to disseminate information as opposed to another committee. Discussion was that information from board meetings is not getting back to the districts and members of the association(s).
Summer Teacher Training – teachers must be certified each year. Components have done work in this area and universities offer some courses.
June Hinckley mentioned that professional development is required as opposed to the temporary inspiration of an in-service.
There was conversation on a ‘mentoring program’ to help retain educators.
Summer Institute Pilot Program – after much discussion, the board realized the need to appoint a committee. Current appointees are: June Hinckley, Milton Threadcraft, Glenda Jones, Carolyn Minear, Shawn Barat (FBA appointee), JoLinda Crump (FVA appointee) and an FOA representative (tba).
